Statutory Duties & Administration
AKT High-Yield Breakdown
Statutory duties and administration cover the legal framework within which GPs practise. The AKT reliably tests DVLA fitness-to-drive rules (Groups 1 and 2), death certification and coroner referral criteria, notifiable disease reporting, the Mental Health Act sections used in primary care, and the administrative processes surrounding certification and documentation.
What You'll Learn

Fitness to Drive — DVLA
DVLA questions appear in almost every AKT sitting. The key principle is that the legal responsibility to notify the DVLA lies with the PATIENT, not the doctor.
DVLA key principle: the patient has a legal duty to inform the DVLA of any medical condition that may affect safe driving. The GP's role is to (1) inform the patient of this duty, (2) advise them not to drive if their condition is notifiable, and (3) document the advice given. If the patient refuses to stop driving or notify the DVLA despite advice, the GP should inform the DVLA directly and tell the patient of their intention to do so.
Group 1 vs Group 2 Licences
- Group 1: standard car and motorcycle licence (most patients)
- Group 2: large goods vehicles (LGV) and passenger carrying vehicles (PCV) — stricter standards; these patients must meet higher medical thresholds
